A VMS is often used by larger organizations that rely heavily on external hiring and want to manage that process in a structured way.

Some larger organizations also use their own or restricted hiring portals that work in a similar way to a VMS in practice. Through such a portal, suppliers can review assignments, submit candidates, and follow the progress of placements.
